Don Paulino’s contribution to the Philippine energy sector is immeasurable. As the Managing Director of Shell Philippines Exploration B.V. (SPEX), Paulino leads the Malampaya Deep-water Gas-to-power project, which signaled the birth of the natural gas industry in the Philippines and paved way for the country’s long-sought-after energy independence.
SPEX, Malampaya, and the Philippines:
SPEX is the operator of the Malampaya project, which has been providing 20 to 30 percent of the country’s power needs since 2001. Using indigenous resources of natural gas, Malampaya reduced the need for imported oil and contributed up to 50% better air quality for Luzon island, compared to coal, fuel oil or diesel when producing electricity. As SPEX’s managing director since 2016, Paulino led the organization to achieve its vision of becoming the country’s preferred partner in shaping its energy future. He leads the organization with the mantra of safe, reliable, and efficient operations. Paulino is everyone’s chief integrator, a coach in good times and bad, a cheerleader to celebrate the smallest of wins, and an aircover to allow his troops to operate during adversity. His leadership has generated $2.5 billion in revenues for the government while providing a sustainable solution to energy security, by being the best complement to renewable energy sources in the country.
Raising the bar and getting global recognition: In 2018, SPEX was recognized as the first-runner up in the Upstream Asset of the Year Awards across all assets of Royal Dutch Shell worldwide. Recognizing potential, Don Paulino challenged his colleagues to further find ways to have safer, more reliable, and more efficient operations. With this in mind, Paulino steered the Malampaya team to rise to the number one spot as the 2019 Upstream Asset of the Year, the only asset in Shell Group to have won twice, a testament not only to Malampaya’s increasing contribution to the Philippines’ energy sector but also to Paulino’s able and inspiring leadership. An empathic leader during crucial times:
Paulino lives by two core values – integrity and service. Don Paulino is a trustee of the Pilipinas Shell Foundation Inc., which has empowered underserved communities of Palawan. Lack of access to electricity adversely affected these areas’ economic and social development. Together with SPEX, PSFI inaugurated the Access to Energy (A2E) Project, which provided far-flung communities with reliable electricity through a microgrid project using a hybrid power system of solar and hydro energy. During Paulino’s leadership, micro-grids were installed in far-flung areas of North Palawan: “What used to be communities that had no access to electricity can now build boats in half the time with power tools; children can study at night and even enjoy ice cream stored in chillers together with fish catch from the past few days.”
At the height of the pandemic, Palawan needed a way to transport swab samples for COVID-19 testing to accredited facilities in Manila. Under his guidance, SPEX and PSFI worked to send the samples to Manila, and PPEs back to Palawan frontliners, by maximizing the cargo hold of chartered flights used for crew change for the offshore platform. With the vital task of ensuring energy security during the pandemic, Paulino ensured reliable Malampaya operations through the quarantines while following health protocols. Critical personnel and supplies were ferried to Malampaya’s offshore platform to safely operate the facility.
Despite the community-based initiatives Paulino was the center of, he never stopped being a positive, daring leader to his colleagues. He regularly connects to all staff with reflection emails, to cheer them on even when odds are overwhelming and to use the skills they’ve learned in the organization for good in their communities. Malampaya may be about delivering energy, but it powers both a country and its people.
